I speculated on the prior post, might as well speculate here. This reeks of Cheney pushing Bush to do it, or Bush having a fit and saying "go get Johnny boy to sign it" (or both, I suppose).

And why did Tony Snow claim that this occurred while Ashcroft was in the hospital with "appendicitis" rather than a critical pancreatic infection? Appendicitis and the accompanying general anesthesia can be dangerous enough for anyone, but the pancreatic infection Ashcroft had would have been fatal if he had put off going to the hospital for another few hours and had him in a coma for several days as it was.
